Punjab Agrees to Implement PM SHRI Schools Scheme After Funding Standoff with Centre
Ludhiana, July 30, 2024 – The Punjab government has decided to proceed with the Pradhan Mantri Schools for Rising India (PM SHRI) scheme, following a standoff with the Centre over funding under the Samagra Shiksha Abhiyan (SSA). This move comes after the Union Education Ministry halted funds to Punjab, Delhi, and West Bengal due to their initial reluctance to participate in the school upgrade initiative.
Background: The PM SHRI scheme aims to transform government schools into exemplar institutions, aligning with the National Education Policy, 2020 (NEP). These schools will emphasize India's heritage, values, languages, and the "Ek Bharat Shreshth Bharat" ethos. The scheme has a budget of Rs 27,000 crore, with the Centre covering 60% and states 40% of the financial costs.
Punjab's Initial Withdrawal: Despite signing a Memorandum of Understanding (MoU) with the Education Ministry in October 2022, Punjab had initially opted out of the scheme. The state had identified 241 schools for infrastructural upgrades under PM SHRI but later withdrew, citing a preference for its initiatives like "Schools of Eminence," "Schools of Brilliance," and "Schools of Happiness," which were also aligned with NEP.
Funding Issues: The Centre's withholding of funds under SSA significantly impacted Punjab's education programs. The state missed the third and fourth installments for FY 2023-24 (approximately Rs 350 crore) and the first installment for FY 2024-25 (around Rs 165 crore). This lack of funding disrupted basic activities, including salaries, infrastructure development, and educational materials.
Punjab Chief Minister Bhagwant Mann wrote to Union Education Minister Dharmendra Pradhan, highlighting the detrimental impact of the withheld funds on the state's education system. However, no response or funds were forthcoming from the Centre.
Recent Developments: In a recent letter dated July 26, Punjab Education Secretary Kamal Kishor Yadav informed the Centre of the state's decision to implement the PM SHRI scheme. He requested the Centre provide an indicative budget and reopen the Prabandh Portal for submitting the implementation plan. Union Minister of State for Education Jayant Chaudhary confirmed this development in response to a parliamentary question by MP Harsimrat Badal, stating that there was no longer any disagreement between the Centre and the Punjab government over the scheme.
Implications: With this decision, Punjab hopes to receive the previously withheld Rs 515 crore under the SSA. This funding is crucial for the state's educational infrastructure and operations, including teacher salaries, construction of new school buildings, and provision of uniforms and books.
A senior Punjab official, speaking anonymously, expressed relief over the decision, noting that it was increasingly challenging to sustain educational programs without the Centre's financial support. The official emphasized that the state had to reconsider its position at the highest levels, leading to the decision to participate in the PM SHRI scheme.
The Centre and Punjab's education department are expected to collaborate closely to ensure the smooth implementation of the scheme, aiming to enhance the quality and reach of education in the state.
